President Paul Kagame has made new appointments affecting senior leadership positions in both the Presidency and the Office of the Prime Minister, in a move reflecting the continued strengthening of institutional efficiency and coordination across top government offices.
The changes, announced on October 10, 2025, by the Office of the Prime Minister, saw Col Régis Rwagasana Sankara appointed Deputy Director of Cabinet in the Office of the President, while Viviane Mukakizima was named Deputy Director of Cabinet in the Office of the Prime Minister.
Before her new role, Mukakizima had briefly served as Deputy Director of Cabinet in the Office of the President, a position she assumed on September 18, 2025, before transitioning to the Prime Minister’s Office just over three weeks later.
Her reassignment underscores her growing profile as one of the most experienced communications professionals in government service.
Mukakizima is also the Vice Chairperson of the Board of Directors at the Rwanda Broadcasting Agency (RBA), where she serves alongside Board Chairperson Israel Bimpe. She has built a distinguished career in media and communications, having previously worked with international and local media outlets, including Reuters.
Her journey in public service began in 2012 when she joined the Office of the President as part of its communications team. She later rose to become Director of Communications in 2021, a role she held until her promotion to Deputy Director-General of the same office.
Mukakizima holds a Bachelor’s degree in Journalism and Communication from Daystar University and a Master’s degree from the University of Warwick in the United Kingdom.

Meanwhile, Col Régis Rwagasana Sankara, who now deputises Dieudonné Gatete, brings a wealth of military and leadership experience to his new role. Since 2021, he had been serving as Executive Office Security Liaison in the Office of the President, where he was responsible for coordinating security-related functions within the presidency.
Rwagasana is a graduate of the Royal Military Academy (École Royale Militaire) in Brussels, Belgium, and an alumnus of the Rwanda Defence Force Command and Staff College in Musanze.
He graduated as the best-performing student of his class in 2019, a distinction that highlighted his exemplary discipline and leadership potential within the Rwanda Defence Force.
The latest appointments are part of ongoing efforts to enhance administrative effectiveness and sustain the high standards of professionalism that have come to define Rwanda’s public institutions.
