President Paul Kagame met with Massad Boulos, U.S. Senior Advisor for Africa with discussions focused on the ongoing efforts to advance peace in the Great Lakes region, and Rwanda’s continuous commitment to lasting peace and security.
Since his appointment in April 2025, Boulos has actively toured Rwanda, the Democratic Republic of Congo (DRC), Uganda, and Kenya, positioning himself as a key U.S. interlocutor in the regional peace processes.
During this tour, he has underscored America’s interest in stability, trade, and strategic alliances across the continent.
Kigali has itself been central to efforts to resolve conflict in eastern DRC. In June 2025, Rwanda and the DRC signed a U.S.-facilitated peace agreement known as the Washington Accord, which aims to establish a regional economic integration framework.
In this light, the meeting with the Head of State signals Kigali’s willingness to sustain dialogue and its search for reliable international partnership with durable stability not just being a temporary arrangement.
