Rwanda and Morocco have entered into a new partnership to expand cooperation in air transport, a move expected to ease travel and strengthen trade ties between the two nations.
The agreement was signed on September 25, 2025, on the sidelines of the International Civil Aviation Organization (ICAO) Assembly in Montreal, Canada. Rwanda was represented by its Ambassador to Canada, Prosper Higiro, while Morocco was represented by the country’s Minister of Transport, Abdessamad Kayouh.
Under the deal, Morocco reaffirmed its ambition to position itself as a hub for African air connectivity, highlighting that the agreement will open new opportunities and services in East Africa.
Royal Air Maroc, the Moroccan national carrier, already serves 27 African countries with more than 600 flights a week. Kayouh noted that the ministry’s goal is to double the number of passengers carried by the airline from the current 40 million to 80 million by 2030.
Ambassador Higiro Prosper welcomed the agreement, describing it as an important milestone in Rwanda’s aviation sector. “It is a step that opens new opportunities for cooperation in civil aviation,” he said.
He added that the deal would also strengthen RwandAir’s expansion strategy and accelerate the development of the Kigali International Airport in Bugesera District, which is designed to handle over 14 million passengers annually.
The agreement underscores both countries’ commitment to deeper integration in Africa’s aviation industry and signals growing momentum for regional and international connectivity.
