Kagame in Algiers: Rwanda and Algeria Deepen Bilateral Ties During Official Visit

President Paul Kagame arrived in Algiers on June 3, 2025, for a two-day official visit to the People’s Democratic Republic of Algeria, at the invitation of his counterpart, President Abdelmadjid Tebboune.

This high-level visit reflects the deepening partnership between the two nations, with both leaders expected to discuss strategic cooperation in areas including education, security, agriculture, and infrastructure.

Upon arrival, President Kagame was warmly received ahead of a packed schedule that includes a one-on-one meeting with President Tebboune at the El Mouradia Palace.

This meeting will be followed by bilateral discussions between their respective delegations. Both Heads of State will later address members of the press in a joint briefing, highlighting the outcomes of their engagements.

Several bilateral agreements are anticipated to be signed during the visit, reinforcing longstanding cooperation between the two countries.

While in Algiers, President Kagame will pay tribute to Algeria’s history by laying a wreath at the Maqam Echahid, or Martyrs’ Memorial, which honors those who sacrificed their lives during the Algerian War of Independence.

He is also expected to visit the National School of Artificial Intelligence (ENSIA), where five Rwandan students are currently enrolled in advanced programs specializing in Artificial Intelligence and Data Science.

This academic exchange underscores the growing educational collaboration between Rwanda and Algeria.

A State Dinner will be hosted in President Kagame’s honor, celebrating the continued goodwill and mutual respect between the two nations. The visit marks Kagame’s second official trip to Algeria, his last being in 2015.

The bilateral relationship has seen significant progress in recent years. In December 2024, Presidents Kagame and Tebboune met on the sidelines of the Continental Forum on Education and Youth Employability in Nouakchott, Mauritania.

That meeting laid the groundwork for expanded cooperation in priority sectors such as education, defence, security, agriculture, and infrastructure development.

Rwanda and Algeria’s diplomatic relations date back decades, with various agreements signed since 1982 in areas including cultural exchange, social development, and institutional cooperation.

More recently, Algeria awarded 25 scholarships to Rwandan students in the 2016/2017 academic year, demonstrating its continued commitment to educational partnership.

Algeria further strengthened diplomatic ties by opening an embassy in Kigali in December 2023, a significant step that has paved the way for deeper coordination on matters of regional stability and economic cooperation.

High-level military exchanges have also reinforced this momentum, including a recent visit by General Saïd Chanegriha, Chief of Staff of Algeria’s People’s National Army.

During his time to Rwanda, he toured the Kigali Genocide Memorial and held talks with senior Rwandan defence officials to bolster security collaboration across the continent.

As Kagame’s current visit coincides with Rwanda’s national football team, Amavubi, being in Algeria for a friendly match, the occasion also serves as a moment of cultural diplomacy and goodwill.

This visit is a milestone in Rwanda-Algeria relations and reflects a shared vision for a stronger, more interconnected Africa.
