Rwanda and Kenya have reaffirmed their enduring bilateral partnership as Ambassador Ernest Rwamucyo officially assumed his role as Rwanda’s High Commissioner to Kenya.
In a formal ceremony held in Nairobi, Rwamucyo presented his credentials to Kenyan President William Samoei Ruto, marking the start of a diplomatic mission grounded in mutual cooperation, regional integration, and shared aspirations for prosperity.
A seasoned diplomat and development expert, Rwamucyo brings a wealth of experience to his new post.
Before his current appointment, he served as Rwanda’s ambassador and permanent representative to the United Nations, with concurrent accreditation to Chile, Colombia, Jamaica, and Venezuela.
He has held several strategic positions within the Rwandan government, including Director General for Economic Development Planning and Director of Strategic Planning and Poverty Monitoring in the Ministry of Finance and Economic Planning.
His background also includes leadership roles in national development projects and advisory boards, reflecting a long-standing commitment to economic advancement and public service.
He holds a Master’s degree in International Development from Cornell University and a Bachelor’s degree in Public Administration from the University of Rwanda.
During the credential presentation, Rwamucyo conveyed greetings from Rwandan President Paul Kagame and the people of Rwanda, expressing confidence in the strong and evolving relationship between the two countries.

“Your Excellency, allow me to convey warm greetings and fraternal best wishes from His Excellency Paul Kagame… to your government and the people of Kenya,” he said.
He emphasized the historic and strategic ties shared by Rwanda and Kenya, underpinned by shared values and regional objectives.
“I am conscious of the historical bonds of friendship and cooperation that exist between our two nations founded on mutual respect, shared values and a common vision for regional peace, prosperity and integration,” he affirmed.
Rwamucyo highlighted key areas of collaboration, including trade, infrastructure, education, and security, praising Kenya’s pivotal role within both bilateral and East African Community frameworks.
He also expressed his eagerness to work with diverse stakeholders in government, the private sector, and civil society to further shared goals. “It is my sincere hope that I shall succeed in my endeavors to further enhance the relations between our two nations to greater heights,” he stated.
In response, President Ruto warmly welcomed Mr. Rwamucyo to Kenya and acknowledged the High Commissioner’s mandate under Kenya’s constitutional framework.
“I, William Samoel Ruto, President of the Republic of Kenya, by virtue of Article 132-4B of the Constitution of Kenya, do accept your letters of credence and authorize you to pursue the interests of your government within Kenya’s territory,” Ruto declared.
He reaffirmed Kenya’s commitment to nurturing the strong bilateral relationship and expressed optimism about the future of Rwanda-Kenya ties. “Congratulations, High Commissioner. Welcome to Kenya… I look forward to working with you,” Ruto emphasized.
At the function, Rwamucyo formally presented the letter of recall of his predecessor, Amb. Martin Ngoga, alongside the official documents accrediting him as Rwanda’s new High Commissioner to Kenya.
This new chapter in Rwandan diplomacy signals a renewed commitment to collaboration between two key East African nations, rooted in shared progress and mutual respect.
