Kigali, Rwanda – The 20th national dialogue council, Umushyikirano, resolutions have set out a results-driven roadmap anchored on effective delivery, employment creation and responsive governance. This year’s edition convened in Kigali from 5th to 6th February, 2026.
Under the chairmanship of President Paul Kagame, the assembly brought together leaders from government and the private sector, representatives of the diplomatic corps, development partners, the media and members of the Rwandan community abroad.
Deliberations focused on the implementation of the National Strategy for Transformation (NST2), sustainable growth, Rwanda’s global positioning, and strengthening governance, education and employment outcomes.
In his opening address, Kagame stressed that “implementing the resolutions adopted during Umushyikirano” is “a cornerstone for national development, chosen trajectory and resilience.”
He called on leaders to “improve performance and collaboration, place citizens at the center of service delivery, and uphold accountability,” while fostering unity, confidence and self-reliance through homegrown solutions.
In the economic sector, the newly published resolutions emphasize stronger project planning, monitoring and accountability to ensure timely completion and measurable impact.
More efforts will be focused on continued professionalization of mining activities with greater focus on processing and value addition, alongside intensified efforts to raise agricultural and livestock productivity through expanded access to fertilizers, improved seeds, irrigation services and artificial insemination.
Targeted support to industries is expected to enhance competitiveness and address packaging challenges, while outstanding issues in One Stop Centres are to be streamlined. The integration of SACCOs at district and national levels is also to be accelerated to widen financial inclusion.
On jobs and human capital development, the resolutions prioritize improving education quality to align with labor market needs, significantly strengthening English language instruction, promoting youth talent and skills development for productive employment.
In addition to supporting Rwandan creatives to effectively monetize digital platforms, governance reforms will focus on improving the planning and implementation of Imihigo to better respond to citizens’ concerns.
Reinforcing citizen engagement for behavior change, and strengthening campaigns against teenage pregnancies, school dropout, alcohol and drug abuse will take centre stage in reinforcing a citizen-centered approach to national development in 2026.
