Kigali, Rwanda – President Paul Kagame has praised the Rwanda Defence Force (RDF) and other national security agencies for their steadfast commitment to protecting the country’s security and sovereignty throughout 2025.
In an end-of-year message, the Head of State said their professionalism and vigilance created the stability that allowed Rwanda’s development agenda to advance without disruption. Kagame also reflected on a broader assessment of Rwanda’s security posture, both at home and abroad.
As Commander-in-Chief, he acknowledged that the year unfolded in a demanding environment marked by evolving threats and complex regional dynamics. Despite these challenges, he noted that members of the RDF and other security institutions continued to distinguish themselves through discipline and professionalism.
He emphasized that sustained alertness at home has remained central to ensuring national safety and sovereignty, while high performance, both within Rwanda and in international deployments, defined the year’s security achievements.
“At home, remaining vigilant has ensured the safety of our people, strengthened the security of our country and preserved our sovereignty day by day,” he said.
The President linked security directly to development, stressing that peace and stability have enabled tangible progress across multiple sectors. He said Rwandans recognize the contribution of the security forces in creating conditions that allow citizens to pursue their socio-economic activities freely and safely.
“Because of your dedication, Rwanda continues to enjoy peace and stability. Our country has achieved tangible development across various sectors, and Rwandans appreciate your contribution, which has enabled them to carry out their socio-economic development activities in a calm and secure environment,” he said.

Beyond Rwanda’s borders, Kagame commended RDF personnel and police officers serving in peacekeeping and stabilization missions for upholding the country’s commitment to protecting human life through professionalism, expertise and unwavering resolve.
He noted that Rwanda’s forces have consistently demonstrated the capacity to operate effectively in complex environments, aligning operational excellence with ethical conduct.
Reflecting on institutional growth, he said, “As stated above, the Rwanda Defence Force and other security institutions we have today are the force I aspired to build.”
The President underscored values as the foundation of operational success, applauding the forces for safeguarding national interests while embodying unity, dignity and strength. He highlighted integrity and patriotism as defining standards that must continue to guide the security sector.

Looking ahead to 2026, he urged continued accountability and vigilance in the face of increasingly complex challenges.
“Let us remain vigilant as we confront increasingly complex challenges, while continuing to pursue our shared goal of a secure, developed and united Rwanda,” he said.
President Kagame paid special tribute to personnel deployed away from their families during the festive season, recognizing their sacrifice alongside that of their loved ones.
“We fully recognize your sacrifice and that of your families,” he said, while also extending condolences to families who lost relatives in the line of duty and assuring them of continued support.
Rwanda’s role in international peacekeeping remains significant. According to United Nations data, the country currently has 5,885 soldiers and police officers deployed in peacekeeping missions, a commitment that began in 2004.
To date, 73 Rwandan soldiers have lost their lives while serving under the UN flag. Regionally, the RDF has also responded with discipline to cross-border threats and contributed to stability in the Central African Republic and Mozambique.
