The Rwanda Development Board (RDB) CEO Jean-Guy Afrika has held a courtesy meeting with H.E. Ambassador Mohamed Mellah of Algeria to deliberate on strengthening Rwanda–Algeria bilateral cooperation.
The discussions centered on enhancing synergies in trade, investment, education, and innovation. This meeting arrives against the backdrop of a dynamic phase of renewed relations between the two nations.
Earlier in 2025, Presidents Paul Kagame and Abdelmadjid Tebboune signed a set of 12 new cooperation agreements spanning air services, education, telecommunications, justice, investment, and more, signaling broader ambitions to elevate bilateral ties.
Ambassador Mellah, appointed Extraordinary and Plenipotentiary Ambassador to Rwanda with Kigali’s formal endorsement, has steadily engaged Rwanda’s institutions.

Rwanda sees Algeria as a strategic partner in North Africa, and this renewed diplomacy could open corridors for Rwandan exports, educational exchange, and technology linkages.
Complementing that is Rwanda’s push to become a continental hub for innovation and investment. Past reforms in Rwanda’s investment climate, such as streamlined registration and incentives for tech startups, underscore Kigali’s readiness to welcome new partnerships.
