Ingabire Marie Immaculée, Chairperson of Transparency International Rwanda, has left an irreplaceable void in the ongoing fight against corruption and for good governance.

Her departure is not just a loss for her family and colleagues, but for every Rwandan who believes in a nation built on transparency and accountability.

Ingabire Marie Immaculée was more than just a leader; she was a force of nature, a guiding light in the often-murky waters of public service. Her voice, clear and unwavering, was a constant reminder that accountability is not an option but a fundamental pillar of progress.

She was an outspoken critic of leaders who failed in their duties, holding them to the highest standards and challenging the status quo with a fierce dedication to the truth.

This courage, this relentless pursuit of what is right, earned her the respect and admiration of many, while undoubtedly making her a formidable figure to those who sought to undermine the nation’s values.
Her journey as an advocate was deeply rooted in a robust academic foundation. Ingabire held a Master’s Degree in Gender Studies and Human Rights from the University of Pretoria and a Bachelor’s Degree in Journalism and Communication from Université de Lille.

This blend of journalistic acumen and human rights expertise equipped her with the tools to dissect complex issues, articulate her positions with clarity, and champion the rights of the vulnerable.

She was among the twenty visionary individuals who founded Transparency Rwanda in 2004, a testament to her early and enduring commitment to the cause. Her leadership within the organization was exemplary, serving as Chairperson since 2015 and being re-elected for another five-year term in 2021.

“We are deeply saddened to announce the passing of Transparency International Rwanda Chairperson, Ingabire Marie Immaculée, who passed away on the morning of 9th October 2025 after a period of illness. Transparency International Rwanda expresses heartfelt condolences to the family and friends. May she rest in peace,” a statement from Transparency International Rwanda said.

Ingabire’s passion extended far beyond the realm of anti-corruption. She was a dedicated gender and social justice advocate, tirelessly advancing women’s rights in Rwanda and across the region. Her instrumental role in establishing numerous women-led organizations such as Profemme Twese Hamwe, Haguruka, and Rwanda Women Network underscores her profound belief in empowering women and fostering their active participation in national development. Under her astute leadership, Transparency International Rwanda received significant recognition, being honored in 2012 by the Rwanda Governance Board (RGB) as the best organization for its initiatives promoting good governance.
Her influence was not confined to civil society. Ingabire Marie Immaculée’s insights were sought after and valued even at the highest echelons of national leadership.

Ingabire Marie Immaculée understood that the fight against corruption is not a solitary endeavor but a collective responsibility. She consistently emphasized the critical role of citizen engagement, believing that a truly corruption-free society could only be achieved through the active participation of every individual.

Transparency International Rwanda, under her stewardship, focused its efforts on key pillars: preventing and combating corruption, promoting the rule of law, fostering transparency and accountability, building communication and evidence-based advocacy, and, crucially, citizen engagement.

These strategic areas of focus reflect her holistic approach to tackling corruption, addressing not just its symptoms but its root causes.
Her unwavering commitment to speaking truth, even when it was uncomfortable, was a hallmark of her character.

She was not afraid to challenge power, to demand answers, and to hold those in authority accountable for their actions. This moral fortitude, coupled with her deep love for Rwanda, made her a formidable opponent to those who sought to enrich themselves at the expense of the nation.

She fought tirelessly against detractors, defending Rwanda’s progress and potential with the same passion she applied to her anti-corruption work.
The void left by Ingabire Immaculee’s passing will be deeply felt across Rwanda and beyond. Her legacy, however, will continue to inspire generations. Her life was a testament to the power of an individual to effect meaningful change, to stand firm in the face of adversity, and to dedicate oneself to the betterment of society.

As Rwandans mourn her loss, they should also celebrate a life lived with purpose, integrity, and an unwavering commitment to a brighter, more transparent future for Rwanda. Her spirit will undoubtedly continue to guide those who carry on the fight for justice, accountability, and good governance.

Ingabire Marie Immaculée’s memory will serve as a constant reminder that the pursuit of truth and the fight against corruption are noble endeavors that require courage, dedication, and an unshakeable belief in the power of a just society. May her soul rest in eternal peace.
