Cabinet ends 2025 with focus on regional security and essential services

Kigali, Rwanda – Rwanda’s Cabinet on Wednesday, December 17, met at Urugwiro Village under the chairmanship of President Paul Kagame, bringing the year to a close with decisions that resonated on the government’s focus on regional stability and domestic development.

According to a communiqué issued by Prime Minister Dr Justin Nsengiyumva, ministers were briefed on the December 4 signing of the Washington Accords for Peace and Prosperity between Rwanda and the Democratic Republic of Congo.

Cabinet reaffirmed Rwanda’s commitment to implementing the agreement and to continued engagement in United States-facilitated mediation, alongside support for the Doha process.

The discussions reiterated Rwanda’s long-standing position that durable peace in the Great Lakes region must be grounded in realistic political commitments and credible security guarantees.

Ministers stressed that Rwanda’s diplomatic engagement remains principled and security-conscious, taking into account the concerns of states and affected communities.

They noted that political agreements must be matched with practical measures that address the root causes of instability and safeguard civilians, particularly in conflict-prone border areas.

Beyond regional affairs, Cabinet reviewed findings from Rwanda’s Seventh Demographic and Health Survey, which show continued improvements across key public health indicators.

Ministers welcomed the progress as evidence that sustained investment in health systems is delivering results, while emphasizing the need to expand access to quality services nationwide.

Particular attention will remain on maternal, child and community-level healthcare, as well as prevention and early response to emerging health risks.

Agriculture also featured prominently, with Cabinet receiving an update on preparations for the 2026A agricultural season. The briefing highlighted efforts to improve productivity, strengthen post-harvest management and enhance market linkages for farmers.

Ministers said these interventions are central to food security, climate resilience and income growth in rural areas, especially as the country adapts to climate variability and evolving market demands.

On international engagement, Cabinet granted agrément to newly proposed diplomats accredited to Rwanda. These include Ms Nasra bint Salim bin Mohamed Al-Hashmi of Oman, Mr Barlybay Sadykov of Kazakhstan, and Dr Richard Amenyah as UNAIDS Representative to Rwanda.

The government said the appointments will strengthen bilateral cooperation and reinforce partnerships in health and development.

Cabinet also approved applications for Rwandan nationality, a move officials said reflects the country’s openness and commitment to lawful integration and social cohesion. The decisions were taken in line with national laws and established procedures.

A key decision was the appointment of new leadership at WASAC Group Ltd. Chew Men Long was named Board Chairperson, with Dederi Wimana as Vice Chairperson.

Cabinet also confirmed Maxime Marius Mwisenza as Managing Director of WASAC Utility Ltd. Implementation remains a priority.
